Present: Sandra Michalek, Clerk; Troy Parmalee, Treasurer; Sue Hammond & Peggy Michalek, Trustees.  Absent: Sidney Grinnell, Supervisor

Guests: Justin Horvath, SEDP; Chief Guy Hubbard, SSESA; & Kathy McGraw

The meeting was opened with the pledge to the flag.  Parmalee chaired the meeting in the absence of the Supervisor.  The public hearing was called to order at 7:01 pm.  The hearing is on the Fertilizer Dealer’s Industrial Facilities Exemption Certificate.  Horvath said there is a lot of success in the agro-business sector.  Fertilizer Dealer’s is a nice business with stable employment and uses space well.  There is the possibility of expansion.  They supply throughout the state and Canada and are in a central location.  They have several locations.  The public hearing was closed at 7:05 pm.

The regular meeting was opened and Hammond moved, second by P. Michalek to approve the abatement for Fertilizer Dealer’s for another 2 years. Ayes: Hammond, P. Michalek, S. Michalek, & Parmalee.  Carried.  The paperwork must be completed by Oct. 31, 2011.

Chief Hubbard stated the township household count is down. SSESA has approved their budget.  Medicaid reimbursement is a problem.  They will have an open house at the Perry station this weekend.  SSESA is hoping to buy a new ambulance by mid 2012.  They have applied for a fire truck through a FEMA grant.

DDA met in Aug. with no quorum.  They discussed goals for the new DDA plan.

SEDP: Horvath reported the unemployment rate is down to 10.7% from 16%.  Jobs in the county are not being filled for various reasons, but are available.  A building in Durand just sold and there is only 1 large vacant building for sale in the County.  There were 13 projects in 2011.  Money is available through the Brownfield grants.  Rowe Eng. is doing the study on the Taylor property (water & sewer infrastructure).  The study will be presented at a public meeting.

Recycling:  Now accepting more types of plastic (#3-#7).  Donations are covering a third of the expenses.

Hammond moved, second by S. Michalek to join the Hazard Mitigation Plan through the County.  Carried.

There is a traffic summit for elected officials on Nov. 2, 2011 at 9 am. at the Road Comm. building.

Parmalee moved, second by P. Michalek to appoint Sandra Michalek as the township representative to the County Historical Society.  Carried

P. Michalek moved, second by S. Michalek to send the board members, deputies, assessor, and spouses to the Annual MTA Dinner on Nov. 9th and pay for meals.  Ayes: P. Michalek, S. Michalek, Parmalee, & Hammond.  Carried

Road projects for 2012 were discussed.  The fog seal on Morrice Rd. is completed.   Parmalee asked the board to tour the roads and come back with repair suggestions. When we decide on what projects we want to do we need to notify the Road Commission by letter. Beardslee Rd. culvert work has been bid twice and the lowest bid was $20,310 and cannot be done at this time.  The owners will be notified.  The Road Comm. suggested gradall to complete the work over a few years.

Hammond moved, second by P. Michalek to adjourn.  Carried
