Perry Township Regular Meeting

 

Board present: Sidney Grinnell, Supervisor; Sandra Michalek, Clerk; Troy Parmalee, Treasurer; Susan Hammond & Peggy Michalek, Trustees

Guests: Jim Smith, attorney; Kevin Feuka, c2ae; Elizabeth Wehman, Perry Independent; Art Socia

 

The Supervisor opened the meeting & public hearing at 7 pm with the pledge to the flag.

The Recreation plan for the township was presented.  Hickory Lake campground is no longer an option for a park.  Other land was discussed and it was noted that we would put in the paper that if there is land available to sell or donate as a park, Sue or Peg be notified.  Peggy Michalek read the following resolution:

Whereas, the Township of Perry has undertaken a Five Year Parks & Recreation Plan which describes the physical features, existing recreation facilities, and the desired actions to be taken to improve and maintain recreation facilities during the period between 2010 and 2014, and Whereas, a public comment session was held July 7, 2010 at Perry Township Hall to provide an opportunity for citizens to express opinions, ask questions, and discuss all aspects of the Recreation Plan, and Whereas, the Township of Perry has developed the Plan for the benefit of the entire community and to adopt the Plan as a document to assist in meeting the recreation needs of the community, and Whereas, after the public hearing, the Township Board of Trustees voted to adopt said Recreation Plan.  Now, therefore be it resolved the Township of Perry Board of Trustees hereby adopts the Township of Perry Recreation Plan as a guideline for improving recreation for the residents of the Township of Perry.  Parmalee moved, second by Grinnell, to adopt the foregoing resolution.  Ayes: Grinnell, Hammond, P. Michalek; S. Michalek, & Parmalee.  Carried.  The Plan will now be sent to Dept. of Natural Resources & Environment for approval.

Public Hearing closed at 7:16 pm.

Parmalee moved, second by P. Michalek to approve the agenda.  Carried

Hammond moved, second by Parmalee to approve the June minutes.  Carried

No SSESA report.  Sheriff’s report: 188 calls in June in township. There were 1105 yearly calls to date.

P. Michalek moved, second by Grinnell to approve the financial statement and pay the bills.  Ayes: Hammond, P. Michalek, S. Michalek, Parmalee, & Grinnell

DDA:  the 20-year TIF Plan & DDA are nearing an end.   Smith is researching the TIF Plan and it has one more year to collect revenue.  It was suggested that we keep the DDA going until the Talbot property is approved by the state and the streetlights are completed.

Received the campground amendment to the county zoning ordinance.

¾ of a mile of Buck Drain has been cleaned.  The 1st round for the Grade-All is working on Beardslee Rd.

Clerk and attorney Smith will work on updating the cemetery ordinance.  We had a request for disinterring cremations and it needs to be addressed.  Mike Green will rake the addition that was cleared last year so it can be mowed.

Saxton trees have been removed and planted at the hall in memory of Frances Michalek.

Supervisor assisted in 90 miles of rating the county roads

Summer Board of Review date is: July 20th at 8 am.

Roads: S. Michalek moved, second by P. Michalek to approve $24,270 to repair Bath Rd.  Ayes: P. Michalek, S. Michalek, Parmalee, Grinnell, & Hammond.  Work is being done by the state on M-78.  Road Commission will not take the road over when completed.  This is a 10-year plan and will be repaired from m-52 to Woodbury Rd. at a cost of $7.6 million dollars and will start in Nov. A company has been found that will take the Ruess Rd. trees.

Township has been approached to have a medical marihuana-dispensing center in the Industrial Park.  The County will talk to the owners and need to have something in the zoning ordinance to address this.

Parmalee moved, second by S. Michalek to adjourn.  Carried.
