Perry Township Board Regular Meeting & Public Hearing for the Thornapple Dr. Special Assessment District

Board Present: Sidney Grinnell, Supervisor; Sandra Michalek, Clerk; Troy Parmalee, Treasurer; Patsy Force & Beth Andrus, Trustees

Supervisor opened the meeting with the pledge to the flag.  All present at roll call.

Public comments:  George Braidwood is running for Sheriff; Mark Fulks is running for Twp. Supervisor.  Chris Price commented there is trash dumped in the drain on Winegar Rd. and asked about Shia. Council on Aging.  SCOA board has been contacted by the Village of Morrice to either take over the Morrice Senior Center or help financially to fund the Center.
Zoning: 3 garages, 2 sheds, and 1 demolition permits were issued.

Comm. Pavlica: He stated that SCOA is audited through the County.  Land Division Ordinance is to be drafted in 60 days.  There was a delay in getting taxes out.  They are interviewing for a Community Development County Coordinator.

Michalek moved, second by Force to approve the financial statement and pay the bills.  All ayes.  We received $3,256.67 from the Metro Act.

At 7:25pm the Thornapple Dr. Special Assessment public hearing was opened.  There was one written comment in favor of the assessment from Shirley Sanborn and the Degners were also in favor.  Parmalee moved, second by Grinnell to approve the resolution to create the special assessment in the amount of $3,800 and have a public hearing on August 6, 2008 at 7:00 pm to approve the assessment roll.  All ayes.  Hearing closed at 7:45 pm.

Attorney Smith was asked to start a special assessment for ambulance service.

Bids were opened for the 42’ X 28’ X 14’ pole barn for the cemetery.  Force moved, second by Parmalee to accept the bid from MPC Cash-Way lumber in the amount of $7,808.29.  All ayes.  The building will have vinyl siding and shingle roof.  Parmalee moved, second by Michalek to accept the bid of Scepka builders to erect the pole barn.  4 yes, Force no.  Carried.

Spadafore Building:  The conditional zoning states that any uses specifically for adult entertainment in Section 4.3.38 (Indoor Entertainment Establishments) have been eliminated.  Parmalee moved, second by Grinnell to concur with the Planning Commission and recommend the conditional rezoning to B-2.  All ayes

There will be a second brine application in 2 weeks on gravel roads and a light grading.

The Church of the Nazarene is adding onto the church building.  We have 15 days to act on this site plan.  Parmalee moved, second by Andrus to send the site plan to the Planning Commission to make a decision and forward their recommendation to the County.  Carried

Parmalee moved, second by Michalek to send any board member to the Fall District meeting on Sept. 9th at Frankenmuth with the early rate being $79.   All ayes

Energy Audit recommended some insulation that is down be put back up, wrap the hot water heater; outside lights be replaced, and check the door seals.

Summer Board of Review will meet June 22, 2008 at 8 am.  This is to correct errors only.

Parmalee moved, second by Michalek to adjourn.  Carried
