Board present: Sidney Grinnell, Supervisor; Sandra Michalek, Clerk; Troy Parmalee, Treasurer; Susan Hammond & Peggy Michalek, Trustees

Guests: Deputy Mark Schmidt; Lonny Latunski, John Michalec, Brent Friess, Mike Constine, Steve Zemcik, Road Commission; Frances Griffith

The meeting was opened with the pledge to the flag.  All board members present.

Parmalee moved, second by Hammond to approve the agenda.  Carried

Hammond moved, second by Parmalee to approve the January minutes.  Carried

SSESA:  There were 21 calls in Perry Township in Dec.

Sheriff’s Dept.:  There were a total of 183 occurrences in the township, 77 of which were traffic stops.

DDA is getting bids on expanding the DDA for 7 more years.

Zoning: demolition permit; dog kennel license; and a pole barn permit.

S. Michalek moved, second by P. Michalek to approve the financial statement and pay the bills.  Ayes: Grinnell, Hammond, P. Michalek, S. Michalek, & Parmalee.  Carried

Road Comm.: Discussion on Bath Rd.  The County will durapatch it with emulsion and check it in the fall and we may then double chip seal the road. They used double chip seal in the County last year and were very satisfied with it.  The County will not put the white caution lines on the sides of roads anymore due to the cost, but will paint white lines on roads with over 3,000 cars per day (Lansing Rd.).  The Fed. Government is mandating all road signs to be upgrades to a new standard.  The Road Commission is having a difficult time matching Federal Aid for projects and may be looking for matching funds from the township.  We need to have our projects identified by April so bids can be requested.  P. Michalek moved, second by Hammond to spend $18,090 for 2 brine applications on gravel roads in the township in 2011.  Ayes: Hammond, P. Michalek, S. Michalek, Parmalee, & Grinnell.  Carried

Mr. Griffith was present to discuss the ditching on the north part of Beardslee Rd.  Trees were cut in 2009 with the plan to ditch the next year, which wasn’t done.   It will be a project for the road budget this year.

After reviewing the sewer resolution, it was decided that we do have to join the Miss Dig program.  We need to have the sewer line through the Industrial Park marked and Parmalee has been meeting with the Village to see if they will do the marking when needed.  P. Michalek moved, second by S. Michalek to join the Miss Dig program at a cost of $16.30 per month to be taken from the Sewer Fund.  Ayes: P. Michalek, S. Michalek, Parmalee, Grinnell, & Hammond.  Carried

Detachment:  Discussion concluded that this matter should be a vote of the people as the law states.  Perry City has challenged the detachment and the County Commioners have tabled the issue until March.  Parmalee moved, second by Grinnell to have Bill Fahey assist the township in the detachment.  Ayes: S. Michalek, Parmalee, Grinnell, Hammond, & P. Michalek.  Carried

Parmalee moved, second by S. Michalek to purchase two 3’X10’ rugs for the hall rental entrances at a cost of $105 each.  Ayes: Parmalee, Grinnell, Hammond, P. Michalek, S. Michalek.  Carried

Recycling:  Hammond reported the platform is in place.  The money bin will be moved closer to the platform.  Morrice and Perry City will not sign the agreement as the township is collecting the money so the Granger agreement will just be signed by Perry Township.  They will advertise the contest for naming the recycling center in the paper.

Spalding Inter County Drain:  This is a 3-5 year assessment.   Work is to begin this spring.

Salary resolutions:  Parmalee moved, second by S, Michalek to leave the Supervisor’s salary at $16,695 per year.  Ayes: Grinnell, Hammond, P. Michalek, S. Michalek, & Parmalee.  Carried

Discussion took place on the Supervisor’s mileage.

Parmalee moved, second by Grinnell to leave the Clerk’s salary at $16,695 per year.  Ayes: Hammond, P. Michalek, S. Michalek, Parmalee, & Grinnell.  Carried

Grinnell moved, second by S. Michalek to leave the Treasurer’s salary at $16,695 per year.  Ayes: P. Michalek, S. Michalek, Parmalee, Grinnell, & Hammond.  Carried

Parmalee moved, second by Grinnell to set the annual meeting and budget hearing date of March 26, 2011 at 10 am.  The budget work session will be March 9th at 6 pm.

Parmalee moved, second by P. Michalek to purchase a printer for the Assessor from the Gen. Govt. fund not to exceed $500.  Ayes: S. Michalek, Parmalee, Grinnell, Hammond, & P. Michalek.  Carried

Mowing bid:  Parmalee moved, second by Grinnell to offer to extend the mowing contract to Dan Munro. Ayes: Parmalee, Grinnell, Hammond, P. Michalek, & S. Michalek.  Carried.  It was mentioned how nice he kept the cemetery and hall last summer.

The Chamber of Commerce annual dinner is on Feb. 21st at Perry City.  Grinnell, Parmalee, & Michalek will attend.

Parmalee moved, second by S. Michalek to adjourn.  Carried
