Perry Township Regular Meeting

 

Board present:  Sidney Grinnell, Supervisor; Sandra Michalek, Clerk, Troy Parmalee, Treasurer; Sue Hammond, Trustee.  Absent: Peggy Michalek, Trustee

Guests: Jim Smith; Kevin & Emily Feuka; Dennis & Marsha Gould; Art & Holly Socia; Elizabeth Whelan; Comm. Jaime Pavlica; Kathy McGraw

The meeting was opened with the pledge to the flag at 7 pm.

Parmalee moved, second by Michalek to approve the agenda.  Carried

Parmalee moved, second by Hammond to approve the March minutes.  Carried

SSESA had 23 runs in the township in Feb. with a total runs for the year at 44.

There were 203 incidents from the Sheriff’s Dept. in the township.  People are urged to lock all doors in the area at all times.  There have been a lot of break-ins locally.

Comm. Pavlica presented annual reports and spoke on the remonumentation project. The Ionia, Clinton, Shiawassee Rails to Trails program is nearly complete.

There was one basement permit.

Michalek moved, second by Hammond to approve the financial statement and pay the bills.  Yes: Grinnell, Hammond, Michalek, Parmalee.  Carried

Correspondence: Sciota Township is working on a land use plan.  Joe Bacigal sent a letter withdrawing his protest on property taxes with the Tax Tribunal.

Recycling: Hammond reported she had contacted Waste Management and their containers have doors on the front so there would be no climbing steps.  They have 2 compartments, 1 for paper and one for every thing else.  Cost is the same.  It was suggested there be a steering committee with representatives from municipalities, scouts, community organizations, etc.  Sue & Troy will compile a proposal to send to the City of Perry & Morrice Village.

Parks: Sue met with K. Feuka and Mich. Laborer’s reps. to tour Hickory Lake campground and surrounding property.  There is 35 acres.  The campground and lake are 7 acres, 5 acres are woods, and the rest is open land.  A market analysis will be done, as they cannot donate the land.  We could offer below market value.  We could apply for a grant for the land as well as the equipment and completing the park.  The Laborer’s could donate labor for developing and that is part of a matching grant.  A formal appraisal is part of the closing.  More information coming next month as Sue continues to talk to DNE.  Clerk will check on cost of liability.  There is a risk manager associated with our insurance and she will be contacted.

Text amendments to the zoning ordinance tabled until next month.

Michalek moved, second by Grinnell to extend the mowing bid of Dan Munro.  It is the same cost as last year.  Ayes: Hammond, Michalek, Parmalee, Grinnell.  Carried

26 residents came to protest their taxes at the Board of Review.  Taxes were down some and will be lowered more next year.

We are pursuing cleaning of the Spaulding Drain & the McCrae Intercounty Drain.

Parmalee presented the budget amendments for 2009-2010.  Parmalee moved, second by Grinnell to approve the amendments.  Ayes: Michalek, Parmalee, Grinnell, Hammond.  Carried.

Parmalee moved, second by Michalek to approve the audit agreement with Demis & Wenzlick not to exceed $4,000.  Ayes: Parmalee, Grinnell, Hammond, Michalek. Carried

Parmalee moved, second by Hammond to have the Greens clean the fence rows at the cemetery and use the skid steer for clean up and not to exceed $500.  Ayes: Grinnell, Hammond, Michalek, Parmalee.  Carried

4 City residents were present asking for information on detaching from the City of Perry back into the township.  The Treasurer & Clerk were asked to obtain information concerning this.  Attorney Smith will check the law and see if there is a possibility of a P.A. 425 for the area instead of detaching.

Michalek moved, second by Parmalee to approve the Perry Morrice Chamber of Commerce resolution stating that they are a charitable organization operating in the community.  Carried

Ruess Rd. tree project:  Trees are left along Ruess Rd. that the property owners do not want.  The Supervisor will check with logging companies to see if they will take the trees.

Parmalee moved, second by Michalek to adjourn.  Carried
